Application received
The City of Melville has received a development application for a four storey apartment building at 40-44 Worley Street, Willagee.
What is being proposed
The development application proposes:
- Four storey apartment building
- 41 retirement apartments consisting of two bedroom - two bathroom
- 41 parking bays
- Landscaping
Public advertising
The development application (DA) was initially advertised from 1 December 2025 to 9 January 2026. Following community feedback and concerns raised by the City regarding aspects of the proposed design, the applicant submitted amended plans.
Given the extent of the changes, the City conducted a second round of community consultation from 5 March to 8 April 2026 to seek feedback on the updated proposal.
The DA will be presented to the Development Assessment Panel on 16 June 2026 for their consideration.

The application was advertised via letters sent to the adjacent property owners and residents. The City engaged with the broader public via the City of Melville website and a sign on-site.
Following the submission of updated information, the City reopened the public comment period. All previous submitters and page followers were notified and invited to provide an updated submission.
The application will be assessed against the relevant planning framework including:
- Local Planning Scheme No.6
- Residential Design Codes
- Relevant Local Planning Policies
- The Willagee Structure Plan.
At the completion of the assessment, a Responsible Authority Report (RAR) will be prepared by the City’s planning officers and sent to the DAP to assist in making a final decision.
The application is required to be determined by the Metro Inner Development Assessment Panel (DAP).
As per Local Planning Policy 1.1 Planning Process and Decision Making, all complex developments are required to be advertised for a minimum of 28 days.
As updated information was provided by the applicant, the City reopened engagement to capture any further feedback before submitting to the DAP.
The RAR submitted to the DAP will provide a summary of the submissions received during the public consultation period. The submissions and the officer response to these will then be considered by the DAP as part of its decision-making process.
