Important Update to Construction Training Fund Payments

As of midnight, Thursday, 31 October, the Construction Training Fund levy will be required to be paid direct to the Construction Training Fund (CTF). The City will no longer be collecting payments on their behalf. Prior to submissions of building applications with a value over $20,000, you will need to proceed to the CTF Website and provide a copy of the payment receipt as part of your submission.

You can lodge and track planning and building applications online or in person at our Civic Centre. Please take the time to read the important information below before you lodge your application.

As we are currently receiving a high volume of applications, we are only processing applications that have been completed correctly. Please make sure all information in your application is complete, correct and includes all supporting documents or we will have to return it to you and refund any fees paid. Lodging Planning/Development Applications

Before you lodge your planning/development application, make sure you have all the required documentation. This will ensure your application is dealt with in a timely manner, without any unnecessary delays. We can only assess complete applications.

What You Will Need for Your Planning/Development Application

  • Completed Application for Planning/Development Approval (not required for Section 40 Liquor License applications)
  • Certificate of Title (not required for Section 40 liquor license applications or subdivision clearance applications). Note for the removal of a restrictive covenant, you need to supply a complete copy of the Certificate of Title. Both these documents are available from Landgate.
  • One copy of all plans and information applicable to your application type as identified in the information sheet. Download our information sheet for specific details.

You will also require other documentation which will depend on the type of work you are doing. Please visit our Building and Renovating page and select the type of project you are doing for a full list.

Applications That Must be Submitted in Person or via Email

Amendments to the following applications cannot be completed online and must be done in person at our Civic Centre or by downloading our Application for Planning/Development Approval and emailing it to our planning administration team.

  • Change of Use
  • Gaming Permits
  • Subdivision Clearances
  • Street Renumbering
  • Home Occupation and Home Business
Please Note When Lodging in Person:  We cannot accept more than 10 copies of plans which are larger than A3.  Anything more than 10, requires to be on a USB for downloading.

Applications That Must be Submitted in Person at a Scheduled Appointment

All proposed developments that will be referred to the Development Assessment Panel (DAP) for determination must be lodged in person at our Civic Centre, at a time arranged with a senior planning officer.

A proposal will be referred to the DAP when:

  • It has an estimated construction cost of $10 million or more, or
  • The applicant opts to have the application determined by the DAP. The proposed development must have an estimated construction cost between $2-10 million

Lodging Building Permit Applications

Before you lodge your building application, ensure you have all the required documentation. This will ensure  your application is dealt with in a timely manner, without any unnecessary delays. We can only assess complete applications.

Please note that the City does not certify performance solutions as part of an uncertified application.  Should you wish to use a performance or alternative solution as part of your building project, you will need to engage the services of a Private Building Surveyor Contractor.  For more information about Performance Solutions, please follow the link to Department of Mines, industry Regulation and Safety and Energy 

Timeframes and Processing:

 The Building Act 2011 specifies a process and format for lodgement and issue of Building Applications. This process also comprises of the use of one formal request for information. Once that information is received (generally within the city’s requested 21-day time frame) a determination on that application was required to be made – either an approval or refusal. 
 
The City of Melville has in the past allowed further time and additional attempts to provide further information to assist customers with time frames rather than to refuse many applications. This has resulted in the City regularly receiving incomplete applications and delays in the City being able to process applications within statutory timeframes. Consequently, the City will now only make one formal request if further information is required, and then determine the application accordingly after this information is received or the 21-day period has lapsed. If applicants request additional time to provide additional information, this will of course be facilitated where possible – noting some building permits may be reliant on obtaining development approval or additional reports which take time to obtain.

What You Will Need for Your Building Permit Application:

  • Certificate of Title, with Sketch if available. These documents are available from Landgate
  • Completed Building Approval Form
  • The DA number from any planning approvals (if planning approval is required)
  • Completed BA3 – Certificate of Design Compliance that is signed by a registered building surveyor (certified applications only)
  • 1 x set of architectural plans and details; including a site plan, floor plan, elevations and cross-section views (specifics can be found on our Building and Renovating pages)
  • 1 x set of structural engineers plans and details which are designed, certified/signed by a practising structural engineer (specifics can be found on our Building and Renovating pages)

Work affecting other land

A person responsible for building or demolition work must ensure that the work does not affect land beyond the boundaries of the works land. However, there may be the potential for this to occur in certain circumstances, for example where work is on small sized lots or where construction is close to boundaries.

The Building Act 2011 ensures communication occurs between adjoining owners by requiring persons responsible for work to obtain adjoining owners’ consent, or a court order, before commencing any building or demolition work that will likely affect other land. Part 6 of the Act sets out the circumstances (“notifiable events”) that require such consent.
