Kearns Crescent is a key part of the Riseley Centre, with strong potential to become a more vibrant, accessible and people-friendly space. We are planning a streetscape upgrade to enhance the area’s appeal, walkability and functionality.

This project builds on the vision established in the Riseley Activity Centre Structure Plan (2015) and is supported by several key City plans, including the Parking Management Plan (2016), Streetscape Master Plan (2017), and Riseley Placemaking Action Plan (2021).

The upgrade will focus on:

  • Improving walkability and accessibility for people of all ages and abilities
  • Creating welcoming spaces for social connection, alfresco dining and community events
  • Increasing shade and canopy cover with more trees and planting
  • Adding practical amenities like seating, bins and bike parking

These improvements aim to support local business activity, enhance community use and ensure Kearns Crescent reflects the character and needs of the Riseley Centre now and into the future.

Stages of engagement
  • The City has taken a staged and collaborative approach to community engagement for the Kearns Crescent Streetscape Upgrade, including three distinct phases:
  • Stage 1 (October – November 2022): The community was invited to share ideas via an interactive map and online survey.

  • Stage 2 (April – June 2023): Targeted workshops were held with local residents, landowners, and businesses to explore key themes in greater depth.

  • Stage 3 (18 September – 2 October 2024): The draft concept design was released for public comment, giving the wider community an opportunity to provide formal feedback.

In addition to these stages, earlier consultation was undertaken during the development of the Riseley Activity Centre Structure Plan, which helped shape the vision for the precinct.

Following the release of the draft concept, the City also met with local businesses through a dedicated workshop series to further discuss concerns and opportunities for the area.

Elected Members and the City’s Executive Leadership Team have been actively involved throughout the process.

Draft concept presented Stage 3 - public comment

In May and June 2023, we worked with the community and local businesses to review three concept design plans for the streetscape upgrade. This informed a final concept which represents a compromise between parking and the overall design. 

Both sides of Kearns Crescent and the street itself have been reworked to allow for safer pedestrian access. Following feedback from the community, seating has also been grouped together rather than spread throughout the street.  

Greater contrast has been made to delineate between road and verge for public safety and right-angled parking bays have been retained as much as possible.

Why did I need to provide my personal details?

Public comment period is a structured process that allows individuals to submit their opinions and feedback on proposals to the City of Melville. This process requires submitters to provide personal details to verify their identity and confirm that they are electors or ratepayers within the City. 
 
Key points about the public comment period: 

Invitation to participate: The community and stakeholders are invited to provide their input on various proposals. 

Submission consideration: All received submissions are reviewed and considered as part of the assessment process. However, these submissions do not obligate the City or Council to follow the suggestions or opinions provided. 

Anonymity and public reporting: When the City compiles and reports on the submissions, personal details such as names, addresses, and other identifiable information are removed unless the submitter has expressly agreed to share this information. 

This process ensures that the community's voice is heard while maintaining the privacy and authenticity of each submission. 

What happened with my feedback?
The feedback we received during this engagement process was presented back to Council.

Why was the Kearns Crescent streetscape considered for an upgrade?
We recognise that Kearns Crescent could be improved and wanted your help to get it right.

A Structure Plan was created for the Riseley Activity Centre in 2015. At this time, we identified that the public space along Kearns Crescent needed to be upgraded, including reconfiguring parking to accommodate a footpath on both sides of the road reserve, and to reflect the character and needs of our community.

The project was further identified through additional City plans, including:
  • Riseley and Canning Bridge Activity Centres Parking Management Plan (2016)
  • Master Plan – Streetscapes (2017)
  • ​Riseley Placemaking Action Plan (2021).

The streetscape upgrade aims to make a number of improvements, including:
  • Improving walkability and accessibility by upgrading footpaths and access for mobility aids and prams.
  • Creating a people-focused place, with more space for gathering, alfresco dining and events.
  • Adding more trees and plants for increased shade and canopy cover.
  • Adding street furniture, including public bins, bicycle parking, and seating.

All of this invests in an attractive streetscape, in line with our vision of the Riseley Centre as a vibrant, active and accessible, town centre. We want to make sure that this space meets the needs of local business and community now and into the future.
What has been done so far?

As part of the Kearns Crescent Streetscape Upgrade project, we have been consulting with the community and local businesses. 

Parking audit (2022): We undertook a parking audit in September 2022 to help us better understand the use and occupancy of the private and public parking in the Riseley Centre precinct. Auditors observed parking over five days and conducted 277 surveys with visitors to the Riseley Centre. 

Community Values and Vision survey and interactive map (November 2022): We received 317 survey submissions from business and community who shared their values and vision for Kearns Crescent. Community members told us that pedestrian safety was a key concern at Kearns Crescent and identified improved walkability as the number one priority. The upgrade will refresh the streetscape, making it more attractive, comfortable and safer for people.

How have we responded to previous feedback?

Right-angled parking bays have been retained as much as possible. 

Additional Parking bays have been planned for Willcock Street Carpark. 

Seating has been consolidated in key locations, rather than dispersed throughout the street. 

How will the streetscape upgrade impact parking?
Providing accessible footpaths and more people-friendly spaces on both sides of Kearns Crescents will require reconfiguring parking. Additional parking on Willcock Street is planned to be made available ahead of construction on Kearns Crescent. 
When is construction likely to happen and what support is available to businesses?

Once the streetscape upgrade design is finalised in collaboration with businesses and the community, and approved by Council, we anticipate construction will be delivered in two phases:   

  • Construction Stage 1 (west of Riseley Street)
  • Construction Stage 2 (east of Riseley Street)

Construction timelines will be confirmed following Council approval. The City is committed to supporting impacted businesses throughout the process with clear and regular communication.
