Local Planning Policies

We have adopted a range of local planning policies to provide a consistent approach to the way in which certain types of planning applications and forms of development are assessed and determined by the City.

City-Wide

• LPP 1.2 Design Review Panels – this policy covers the process for the establishment and operation of our architectural and urban design advisory panel.
• LPP 1.3 Waste and Recyclables Collection for Multiple Dwellings Mixed Use Developments and Non-Residential Developments – this policy outlines waste requirements for new and existing apartments, mixed use and non-residential developments.
• LPP 1.4 Provision of Public Art in Development Proposals – this policy details the requirements regarding the provision of public art schemes or cash in lieu for certain development types over $2 million.
• LPP 1.5 Energy Efficiency in Building Design – this policy describes the design principles for the construction of energy efficient buildings.
• LPP 1.6 Car Parking and Access – this policy details the required provision of car parking for new commercial development and change of use applications.
• LPP 1.7 Telecommunications Facilities and Communications Equipment – this policy covers guidance as to which applications for telecommunications and communications development will be assessed by us.
• LPP 1.8 Crime Prevention Through Environmental Design of Buildings – this policy describes the principles to be applied to design against crime for new non-residential developments.
• LPP 1.9 Height of Buildings – this policy outlines the allowable building heights for development outside our activity centre plan areas.
• LPP 1.10 Amenity Policy – this policy details where an Amenity Impact Statement is required to be included as part of a planning application.
• LPP 1.12 Child Minding Centres and Family Day Care – this policy covers development considerations for the assessment of proposed child care and family day care premises.
• LPP 1.13 Bed & Breakfast Accommodation – this policy covers development consideration for the assessment of proposed bed & breakfast accommodation.
• LPP 1.14 Temporary Structures – this policy outlines the requirements for the permitted use and locations of temporary structures such as sea containers and skip bins for construction and/or storage purposes.
• LPP 1.16 Flood and Security Lighting Policy – this policy describes the requirements for the installation and use of outdoor flood and security lighting.
• LPP 1.17 Additional Development Exemptions – this policy permits certain development without the need to apply for planning approval.
• LPP 1.21 Short Term Accommodation - this policy establishes the framework for the identification, assessment and determination of applications for short term accommodation.
• LPP 1.22 Construction Management Plans - this policy provides clear guidance to applicants regarding the information to be submitted in a Construction Management Plan.

Mixed Use, Commercial and Industrial Development (Non-residential)

• LPP 2.1 Non-Residential Development – this policy details the provisions that apply to all non-residential development, including additions to existing and new development.
• LPP 2.2 Outdoor Advertising and Signage – this policy covers the regulations for advertising signage.

Residential Development

• LPP 3.1 Residential Development – this policy covers requirements for the development of new houses and additions to existing houses such as carports, patios and fences.
• LPP 3.3 Exhibition and Display Homes – this policy outlines the standards and controls for the development of display homes.
• LPP 3.4 Tennis Courts – this policy details the requirements for the installation and use of tennis courts on residential properties.
• LPP 3.5 Home Occupation Relative to Sexual Services Business – this policy prohibits sexual service businesses from being established within residential zones.

Design Guidelines

• LPP 4.4 Murdoch Health and Knowledge Precinct Design Guidelines – this policy guides future development of the Murdoch Health and Knowledge Precinct.
• LPP 4.5 Carawatha Development Design Guidelines – this policy guides development of the Carawatha Revitalisation Project.
• LPP 1.19 Canning Bridge Activity Centre Plan - Community Benefit for Ceding of Road Widening Land – this policy provides clarification of the circumstances where recognition of a community benefit may be sought for the ceding of road widening land within the Canning Bridge Activity Centre Plan.
• LPP1.20 Canning Bridge Activity Centre Plan - Density and Bonus Provisions - this policy provides guidance for the intended outcomes of the Canning Bridge Activity Centre Plan with respect to increased densities and the plans Bonus Provisions.
