Governance for assigning street numbers
Under the Local Government Act 1995 and the City’s Street Numbering Local Law (2021), the City has governance for assigning addresses of properties.
The City’s Council Policy 068 Street Renumbering applies to the numbering of new properties and the re-numbering of existing properties. Street numbers will be assigned to properties as appropriate, or as requested in accordance with AS/NZS Standard 4819:2003: Geographic information – Rural and urban addressing.
Allocation of street addresses
Upon receiving and processing an application for clearance of a subdivision of a lot, the City will assign each lot a new street number in accordance with CP – 068. Properties will generally be allocated a street number within the street from which the primary access to the property is gained.
If an owner’s request for a change of address is approved, the City will notify any affected owners and the relevant government agencies. These government agencies are as follows:
- Australian Electoral Commission;
- Western Australian Electoral Commission;
- Synergy;
- Telstra;
- Water Corporation;
- Australia Post; and
- Landgate (Western Australian Land Information Authority).
All other costs associated with a change of address remain the responsibility of the owner. This includes the replacement and/or relocation of letterboxes, cost of new numbers, alterations to numbers on buildings, replacing/removing painted kerb side numbers, notifications to other government agencies, business contacts, personal contacts, and alterations to business and personal stationery.
Request to change street addresses
The City may consider modifications to existing properties street addresses upon request, subject to an application for street renumbering being submitted to the City’s Property team . As part of any application submitted to the City for street renumbering, the following information should be provided;
- A site plan, showing all properties subject to the application, and all proposed new street numbers.
The City can consider a request for a change in street number in the following circumstances:
- To achieve a logical sequence of street numbering within the street;
- In response to difficulties associated with the identification of a property;
- Where the ability remains to accommodate the future allocation of numbers to properties where development potential exists; and
- Where the change is in accordance with AS/NZS: Geographic information – Rural and urban addressing.
The City will resist requests for street re-numbering:
- Where the existing allocated street number is considered to be ‘unlucky’;
- For religious reasons;
- To improve the feng shui of a property;
- For personal preference;
- Where the existing street number is considered to be ‘not good for business’;
- Where the property is difficult to sell;
- Where the number is considered to devalue the property;
- Where the request is contrary to the provisions of this policy.

Advertising an application for street renumbering
The City will consult with affected properties in any instance where;
- The City initiates the re-numbering of existing properties, or;
- The City receives an application for renumbering which may impact upon other properties
Advertising will take place for a period of not less than 14 days prior to making a determination. Any submissions received will be considered in the determination of the application, however the City is not obliged to support the views contained within the submissions and the determination of the application is to be consistent with the objectives of CP – 068.
