Measuring the effectiveness of the CSS

We often get queries from the community about what the Community Safe Service (CSS) does and how we measure the effectiveness of the service.  Please refer to the CSS Goals and Objectives table to see how the CSS contributes to our broader goals, and how we measure the success of our efforts.

In 2017, the CSS was independently reviewed by a Murdoch University Criminology Graduate.  The review found CSS to be innovative in that it took a proactive, multi-dimensional approach to community safety and crime prevention.  The review also identified some areas of improvement which resulted in us making some changes to improve the service.  Download the full Review Report

CSS Statistics January to June 2019

Patrols
  • 75 areas have been marked as Extra Patrols and CSS conducted 4,260 patrols at those areas
  • 406 areas have been marked as Hot Spot Patrols with CSS conducting 14,107 patrols of those areas
  • 407 properties have requested holiday patrols with CSS conducting 31,005 external checks on those properties, CSS dealt with 19 Holiday patrol incidents
Maintenance
  • CSS Reported 4,051 maintenance and graffiti reports
Assisting Police
  • CSS provided Police with 323 intelligence reports and responded to 6 calls from police for assistance
  • CSS assisted with 8 incidences of missing person
  • CSS responded to 39 calls in reference to vandalism
Health
  • CSS responded to 197 Noise pollution issues

Frequently Asked Questions

How is the CSS funded?

The CSS is funded through a levy, the Property Surveillance Charge, which is charged to all properties.  The charge per property for the 2019/20 financial year is $57.

 
 
What qualifications do CSS Officers have?

All CSS Officers are qualified Security Officers, with a minimum qualification of Certificate II in Security Operations.  Many CSS Officers hold higher qualifications.  All CSS Officers posses a security licence, Senior First Aid certificate and are also trained in Designing Out Crime principles.

 
Do CSS Officers have a police clearance?

All CSS Officers must have a valid police clearance on employment.  We also review the validity of these police clearances every 12 months for all CSS staff.
