Having places and spaces to meet, create, connect and play leads to a stronger City. To prepare for the future, we are developing two strategic frameworks to guide how we invest in and support social and community infrastructure over the next 20 years.
We’re developing a Social Infrastructure Strategy and Community Infrastructure Strategy to guide how we invest in community hubs and infrastructure, to support future needs and address the current gaps in facility and service provision.
- The Social Infrastructure Strategy 2024 – 2044 will provide strategic guidance for the current and future provision of social infrastructure, ensuring efficient and effective resource allocation and equitable management models; and
- The Community Infrastructure Strategy 2024 – 2044 will integrate all previously developed Social, Cultural and Active Reserve plans and strategies together with other community-use City buildings, creating a comprehensive governance plan.
Independent consultant, Otium Planning Group, has been appointed to engage with the the community and prepare the Social Infrastructure Strategy and the Community Infrastructure Strategy.

The Social Infrastructure Strategy rounds out the City’s approach to infrastructure management. In recent years the City has developed its cultural and sporting infrastructure strategies. Together, these strategies will respond to the diversity of interests in our community.
- The Social Infrastructure Strategy 2024 – 2044 will provide strategic guidance for the current and future provision of social infrastructure, ensuring efficient and effective resource allocation and equitable management models; and
- The Community Infrastructure Strategy 2024 – 2044 will integrate all previously developed Social, Cultural and Active Reserve plans and strategies together with other community-use City buildings, creating a comprehensive governance plan.
The development of the two strategies will be guided by a comprehensive approach involving engagement with internal, external, and community stakeholders. We'll also reference relevant City policies and strategies to ensure alignment with organisational objectives. Additionally, we'll draw upon best practice standards in community infrastructure planning and management to shape the strategies. By integrating these key factors, we aim to create two robust strategies that adhere to industry best practices.
The City of Melville Council is the final decision maker. A report will be presented at a future City of Melville Ordinary Meeting of Council with an Officer recommendation seeking endorsement of the draft Strategies.
We’re looking to speak with people about City-owned, multi-use spaces - like community centres, buildings, and halls - and community infrastructure for social, sport or cultural purposes. You do not have to currently use these spaces to have your say.
