What is being proposed?

The application includes the following:

  • The development comprises a basement carpark with tandem staff parking and an upper floor comprising the childcare facility and outdoor play area.
  • The facility is intended to service 113 children and employ 28 staff.
  • 26 total car bays are provided on site and 8 bicycle parking bays.
  • Hours of operation are proposed to be 6:30am to 6:30pm.
  • Vehicle access to the facility is proposed via one crossover on St Michael Terrace. Redundant crossovers will be closed and removed as part of the development.\

Opportunities to get involved

Public comment closed midnight Sunday, 4 January 2026. Feeback is under review. 

The application was previously advertised through on-site signage along each street frontage and letters issued to nearby property owners and residents. The City also engaged the broader community via the City of Melville website.

Following the submission of updated information, the City re-opened the public comment period. All previous submitters and page followers were notified and invited to provide an updated submission. 

The City will assess the proposal against the relevant planning provisions of City of Melville Local Planning Scheme No.6 and relevant state and local planning policies.

At the completion of the assessment a Responsible Authority Report (RAR) will be prepared by the City's planning officers and sent to the Development Assessment Panel (DAP) to assist it in making a final decision

The development cost is $3.5 million and the application is to be determined by the Metro Inner Development Assessment Panel (DAP).

As per the City of Melville's Local Planning Policy 1.1 - Planning Process and Decision Making, all standard developments are required to be advertised.

As updated information has been provided, the City reopened engagement to capture any further feedback before resubmitting to the DAP. 

There is no statutory requirement for the City to re-advertise the application in full, as the changes proposed do not substantially alter what was originally advertised. However, due to previous community feedback, the City decided to re-engage with submitters and the community to capture any revised or additional submissions

The RAR submitted to the DAP will provide a summary of the submissions received during the public consultation period. The submissions and the officers response to these will then be considered by the DAP as part of its decision making process.
