About the program

Our CCTV Home Rebate program opens on Thursday, 23 July 2026. The program aims to increase safety and security in our community. Residents can receive a rebate of $200 towards their new or upgraded CCTV system.

How to apply

1. Read the Terms and Conditions and Application Instruction

This will ensure your application process goes smoothly and you get a quality CCTV system and your funding in a timely manner.

2. Contact licensed security installers and get some quotes

There are many security companies and installers that will be able to provide you with a quality CCTV system. Speak to them about options for your property, and how much you are able to spend. Make sure you let them know the minimum technical requirements as part of this program (refer to items 5, 6 and 9 of the terms and conditions). The City recommends obtaining two or three quotes to keep prices competitive.

3. Complete the Pre-Eligibility Check form.

Application must include valid quotes.

4. Confirmation Email - Pre approval

If eligible, the City will send you an email confirming funding pre-approval. This allocates funding to your project, so you can go ahead with your installation. The email will contain all the details for you to apply for your funding after installation and payment as well as a digital copy of this application form.

5. Install and pay for your CCTV system

Have your CCTV system provided and installed by your licensed security installer within 60 days of receiving pre-approval. It is completely up to you which installer you go with. Remember to get a copy of your proof of payment, and the technical specifications of your system.

6. After installation, undertake the following steps:

a. Pay the invoice in full.

b. Complete the WA Police Cam-Map registration form with the details of the CCTV system and property location.

c. Complete the Final Application form for the rebate.

No – a Pre-Eligibility form must be completed prior to installing CCTV.

You can upgrade your system, as long as a Pre-Eligibility form is completed prior to upgrading.

Yes – as long as there are outside cameras facing public space, including overlooking a road, footpath, front verge, or any other public areas.

The CCTV system needs to fulfill the face recognition (50 per cent) criteria set by the Australia New Zealand Policing Advisory Agency (ANZPAA) Resolution Test Chart within a range of 10 meters from the public-facing camera. A copy of the Resolution Test Chart can be downloaded from Australia and New Zealand police recommendations for CCTV systems (nla.gov.au).

The public-facing camera of the CCTV system must meet the following minimum technical requirements:

a. 4-megapixel resolution

b. Continuous recording capability for at least 30 days

c. Ability to function at night

d. Must be a hardwired camera.

Although wireless CCTV systems offer advantages such as easy installation and portability, it's important to consider several disadvantages:

  • They rely on a continuous internet connection, and any interruptions can lead to loss of footage
  • The signal range of wireless systems is limited
  • There is a potential risk of hacking, allowing unauthorised individuals to access your footage
  • Forgetting to recharge the batteries can make the cameras non-functional.

This rebate is for presential properties only. Businesses will be taken into consideration in the future.

A licensed security installer is someone who holds as Class 2 license and is paid to install, maintain, or repair items of security equipment. WA Police hold a list of all current license holders. When approaching CCTV installers, please ask for their security license number.

Terms and Conditions

1. This CCTV rebate program is available to residential properties located in the City of Melville (the City) only.

2. You are the property owner, an authorised agent, or a tenant with the property owner's signed consent.

3. This rebate program is applicable to either new installed systems, or upgrades to improve the quality of an existing system to meet the minimum technical requirements.

4. CCTV (Closed Circuit Television) must be provided and installed in the City by a registered business with a Security Agents Licence Number.

5. The CCTV system must be registered with WA Police Cam-Map.

6. CCTV must include a public angle field of view overlooking the road, footpath, front verge, or any other applicable public area. Rear properties, or properties with limited fields of view of a public area, are not eligible for funding.

7. The public facing camera of the CCTV system must meet the following minimum technical requirements:

a. 4-megapixel resolution

b. Continuous recording capability for at least 30 days

c. Ability to function at night

d. Must be a hardwired camera.

8. The CCTV system must meet the Face Recognition (50 per cent) requirement of the Australia and New Zealand Police Recommendations for CCTV Systems Resolution Test Chart within 10 metres of the public facing camera

9. Applicants must submit a statement from their licensed security installer that shows the technical specifications of their CCTV system.

10. Applicants must provide a photograph from the CCTV system, with someone standing approx. 10 meters from the street facing camera.

11. CCTV systems must be installed and the funding application form completed in full and submitted no more than two months after funding approval. If a form is not received by the City within this timeframe, your details will be removed from the program and funding may no longer be available in this financial year.

12. The City will rebate half of the total cost of the CCTV system, up to $200 per project.

13. One application per project. Repeat applications for the same project will not be considered.

14. Applicants must maintain the CCTV system in working order for at least 12 months. Failure to do so will result in the City seeking to retrieve any payments it has made to the applicant.

15. The operator of the CCTV system must agree to provide footage to WA Police Force when requested. Failure to do so will result in the City seeking to retrieve any payments it has made to the applicant.

16. Applicants must not have a current outstanding debt with the City.

17. Local, State, and Federal Government properties are not eligible for funding.

18. The City reserves the right to cancel the rebate arrangements at any time prior to allocating the funding if any of the Terms and Conditions have not been met to the satisfaction of the City. The City will not be liable for any cost incurred by the applicant.

19. The City will review all applications against existing approved applications in the same street section.

20. The City provides no guarantee that a rebate can be provided to all applicants.

21. Allocating funding to a project remains at the discretion of the City.
