Report presented at the March Ordinary Meeting of Council

At the Ordinary Meeting of Council held on Tuesday 17 March 2026, Council resolved to:

  1. Endorses the commencement of a Home CCTV Rebate Program as outlined within the Community Safety Technology Plan 2026–2031 from 1 July 2026, subject to future budget considerations.
  2. That spending for the Fixed CCTV Roll Out Plan be limited to $1.06m (the estimated cost of Phase I and II identified in the Roll out plan), inclusive of the $700k Commonwealth granted, and approval of a variation to the grant application, removing Applecross Jetty and the Riverside carparks from the grant funding application and replace them with Piney Lakes Winthrop, Wireless Hill in Ardross, Morris Buzacott Reserve in Kardinya and Harry Buckley Park in Bateman.
  3. Adopts the Community Safety Technology Roll out Plan 2026–2031, subject to the following amendment to the rebate structure: That the Home CCTV Rebate Program commence with a standard rebate of $200 for all eligible installations, with the higher rebate of $500 applying only to applicants who participate in the pilot program and agree to the associated data sharing arrangements once the pilot becomes operational.
  4. Adopts the Proposed CCTV Policy; and
  5. The City’s administration to enter participation arrangements with the Western Australia Police Force in relation to vGRID, in accordance with the WALGA reviewed Memorandum of Understanding.
