To conduct a commercial recreation activity at any of our parks, reserves or foreshore areas, you must apply and be approved for a commercial recreation permit. Find out more about the permits we provide and how to apply below.
About Commercial Recreation Permits
Commercial recreation is the provision of any ongoing recreational activity or service by an organisation or individual with the intention to make a profit. If you want to use public open space such a park, reserve, or foreshore area to conduct a commercial activity or for personal gain, you will need a commercial recreation permit. We supply applicants with a permit card which must be kept on you when undertaking your commercial recreation activities. We offer two kinds of Commercial Recreation Permits:
Please note: The sale of goods (i.e. drinks, merchandise, equipment etc) is not permitted to take place on the approved site unless you hold a
trader’s permit.
About the Personal Training Permit
We provide an annual Commercial Recreation Personal Training Permit for qualified and registered personal trainers to conduct sessions in our parks and reserves. This permit entitles you to conduct up to 10 sessions (one session = two hours) per week with a maximum of 10 people in approved locations. You can apply for a Personal Training Permit all year round.
We allow you to list your preferred locations with your application and if your preference is unavailable, we will provide alternative options for you to choose from. See our parks and reserves to find a suitable location for your planned activities.

About the Foreshore Activity Permit
The Commercial Recreation Foreshore Activity Permit (CRFAP) is intended for qualified individuals or organisations to conduct commercial activities on one or more of our foreshores.
We offer the following periods of operation during the permit period:
- Seasonal: 1 October to 31 May
- Annual: 1 October to 30 September
Permits are valid for a maximum term of two years. At conclusion of the approved term, the applicant will need to re-apply.
In addition to our Foreshore Activity Permit you will need separate approval from Department of Biodiversity, Conservations and Attractions (DBCA). If your water based activity uses boats, or a jet ski you will also need a Responsible Skippers Ticket.

Commercial Recreation Permits Fees and Charges

Please note: All fees and charges must be paid in full before commencing any activities.
Timeframes
You will need to apply and receive approval for your permit before commencing any activities. We aim to process all applications in 8 weeks.
Documentation Needed with your Application
You will need to submit the following up to date documentation with your application:
- Provide First Aid Certificate
- Certificate of Currency for Public Liability Insurance ($10 million)
- Certificate of Currency for Professional Liability Insurance ($10 million)
- Proof of Australian Business Number
- Risk Management Plan
- Working with Children’s Check (only applicable if you are working with children)
- Registration with Fitness Australia (Personal Training Permit only)
- Registration with the peak sporting body e.g., Kiteboarding Australia (CRFAP only)
- Proof of qualification (CRFAP only)
Apply for a Commercial Recreation Permit
Applications for the Personal Training Permit are open all year round and are valid for 12 months.
Apply for a Personal Training Permit Applications for the seasonal or annual CRFAP have closed. No further applications will be considered at this time.
Please note: These permits do not provide you with exclusive access to our public open spaces.
Infringements for Not Having a Permit
If you are found to be conducting commercial recreation activities in any of our parks, reserves or foreshore area’s without a permit you may be issued with a fine or infringement as outlined in our Local Government Property Local Laws. DBCA may also issue you with a fine if you are seen to be using the Swan River without the correct permits.
Report Someone Without a Permit
If you see another person using our spaces without a permit, please take note of any details of the unauthorised user (i.e. day and time they conduct their session) and contact us to report the person as soon as possible.
