Last Updated: 25 May 2022 Follow EngagementThe City is evolving and significant change has been experienced in a number of the City’s key centres and along our key transport routes. For a number of years the City has applied a condition on development approvals requiring a Construction Management Plan to be submitted before building works take place to ensure the amenity and access impacts of construction work are safely managed and minimised where possible.
This local planning policy (LPP1.22) and the associated Construction and Demolition Management Plan Pro-Forma will provide clear guidance to applicants regarding the information to be submitted in a construction management plan. The intent of the LPP is to minimise the impact of construction on adjoining landowners and the surrounding road network and to help to protect the City’s assets. It is also intended that the Construction and Demolition Plans and associated Traffic Management Plans will be publically available documents accessible from the City’s web-site.
At the Ordinary Meeting of Council held on
Tuesday, 17 May 2022, Council resolved to endorse
draft Local Planning Policy 1.22 Construction Management Plan for advertising.
Purpose of the policy
The objectives of the draft LPP 1.22 Construction Management Plan are summarised as follows:
- to minimise the impact that construction activity has on the surrounding community;
- to provide clear guidance on the information to be provided in a construction management plan;
- to ensure clear communication and effective complaints management;
- to protect City assets.

FAQs
What is a local planning policy? The Planning and Development (Local Planning Schemes) Regulations 2015 enable local governments to prepare Local Planning Policies (LPPs) that may address strategic or operational considerations on planning matters.
What is the aim/objective of the policy? The objectives of the draft LPP 1.22 Construction Management Plan are summarised as follows:
- to minimise the impact that construction activity has on the surrounding community;
- to provide clear guidance on the information to be provided in a construction management plan;
- to ensure clear communication and effective complaints management; and
- to protect City assets.
What type of development does this policy apply to? This policy will generally apply to major developments which involve the construction of more than 10 dwellings or 2,000m2 of floor space however we retain the right to apply it to smaller developments in certain circumstances.
What is the purpose of the proforma? The proforma is an aid to ensure applicants submit all relevant information required as part of the Construction Management Plan.
It will be an editable PDF or similar format to ensure this can be completed online.
Who are we engaging with? We are engaging with our community and the building industry.
What happens with my submission? We will consider all submissions in reporting to Council for consideration.

Who is the decision maker? The decision-maker for this proposal is the City of Melville Council.
If no submissions are received during the advertising period, the Council delegates the authority to the CEO to proceed with the policy without modification and for a notice to be published in the local newspaper as required by the Planning and Development (Local Planning Schemes) Regulations.
