What is being proposed?

A three-storey child care premises located at 26A Harris Street, Bicton, on the corner of Harris Street and Canning Highway is being proposed

The child care premise has been designed to accommodate 74 children and 15 staff members.

The centre will comprise of

  • 248 square metres of indoor play areas,
  • 522 square metres of outdoor play areas and associated amenities spread over three-storeys,
  • the third storey is to be an open deck play space
  • 17 car bays will be provided on the ground floor and will be a mix of at-grade parking bays and car stackers.

The site currently contains an existing dwelling which will be demolished.

The proposed development meets the definition of a ‘Complex Development’ under the provisions of Local Planning Policy 1.1 Planning Process and Decision Making.

Who did we engage with?

The application will be advertised via a sign onsite and letters sent to the adjoining property owners and residents.

The City is engaging with the broader public via Melville Talks.

How could you get involved?

The community were invited to make a submission about the proposed scheme amendment during the engagement period via:

  • Melville Talks using the online submission form
  • By letter: Chief Executive Officer, City of Melville, Locked Bag 1, Booragoon, WA 6954

Submissions closed at 4.00pm on Friday, 30 October 2020.

What will happen with the submissions received from the online form?

We will consider all submission in reporting to Council for consideration. The resolution from Council will then be forwarded to the Metro Inner South Joint Development Assessment Panel (JDAP) for determination.

Who is the decision maker?

The development cost is $2.1 million and the applicant has elected for the development application to be determined by the Metro Inner South Joint Development Assessment Panel (JDAP).

How is this development assessed by the City?

The City will assess the proposal against the relevant planning provisions of City of Melville Local Planning Scheme No. 6 and relevant state and local planning policies including State Planning Policy 7.3 Residential Design Codes Volume 1.

At the completion of the assessment a Responsible Authority Report will be complied by City officers and sent to the DAP to assist it in making a final decision.

As a part of the assessment process the Responsible Authority Report may be called up to Council for its consideration.

Why is the City advertising this application?

While advertising is not currently open, as per the City of Melville’s Local Planning Scheme No.6, all developments with an ‘A’ use class are required to be advertised.

What happens with your comments?

The RAR submitted to the JDAP will provide a summary of the submissions received during the consultation period as well as a response to those matters raised. The submissions will then be considered by the JDAP as part of its decision making process.
