Last Updated: 26 May 2025 Follow EngagementLocal Planning Policy 1.21 (LPP 1.21) seeks to ensure that Short Term Rental Accommodation is located and managed so as to minimise the impact of these activities upon the surrounding locality and adjoining neighbours. In response to changes in legislation at the State Government level, and noting the adoption of the policy in 2021, the City has undertaken a review of the policy.
A review of the policy has been undertaken to ensure the policy is easier for customers and decision makers to interpret, which in turn will make it easier for customers to do business in the City. In response to changes to State legislation, the various land uses listed in the policy have been simplified, and additional criteria have been introduced to allow for more flexibility for properties within close proximity to centres, universities and hospitals.
The key changes to LPP 1.21 relate to:
- The inclusion of a policy citation and information to the beginning of the policy to aid in interpretation and use of the policy.
- Adding additional detail in relation to the changes to State legislation to ensure residents are informed of their obligations.
- The simplification of land use definitions in line with updated legislation.
- Updates to the preferred property characteristics and the insertion of preferred operational characteristics.
At the Ordinary Meeting of Council held on Tuesday, 18 March 2025, Council resolved to endorse draft Local Planning Policy 1.21 Short Term Rental Accommodation for advertising.

What is a local planning policy? The Planning and Development (Local Planning Schemes) Regulations 2015 enable local governments to prepare Local Planning Policies (LPPs) that may address strategic or operational considerations on planning matters.
What is the aim/objective of the policy? The Local Planning Policy 1.21 - Short Term Rental Accommodation aims to establish a clear framework for the identification, assessment, and determination of applications for short term rental accommodation, and to ensure short term rental accommodation is appropriately located and managed so as to protect the amenity of residential areas or nearby residents.
What type of development does this policy apply to? This policy will apply to minor developments which are considered to have minimal impact upon adjoining properties, the streetscape and locality.
Who is the decision maker? The decision maker for this proposal is the City of Melville Council.
If no submissions are received during the advertising period, the Council delegates the authority to the CEO to proceed with the policy without modification and for a notice to be published in the local newspaper as required by the Planning and Development (Local Planning Schemes) Regulations.
Who did we engage with as part of this consultation? We engaged the broader City of Melville community.

- Submit one comprehensive submission: Avoid submitting multiple submissions, as this can delay the compilation process.
- Submit on time: Ensure your submission is on time, as late submissions may not be able to be considered.

Key points about the public comment period:
- Invitation to participate: The community and stakeholders are invited to provide their input on various proposals.
- Submission consideration: All received submissions are reviewed and considered as part of the assessment process. However, these submissions do not obligate the City or Council to follow the suggestions or opinions provided.
- Anonymity and public reporting: When the City compiles and reports on the submissions, personal details such as names, addresses, and other identifiable information are removed unless the submitter has expressly agreed to share this information.
This process ensures the community's voice is heard, while maintaining the privacy and authenticity of each submission.
