Development Assessment Panels

Development Assessment Panels (DAP) came into effect on 1 July 2011. Development Assessment Panels have been created to determine applications which exceed a certain cost of development in place of Local Governments.

Mandatory Development Assessment Panel (DAP) Applications

Developments with an estimated cost of construction $7 million or more, excluding the following types of applications

  • A single house and any associated carport, patio, outbuilding and incidental development;
  • Applications for less than 10 grouped or multiple dwellings and any associated carport, outbuilding and incidental development;
  • Developments being undertaken by a local government or the Commission.

Applications which fit the above criteria must be determined by the DAP.

Optional Development Assessment Panel (DAP) Applications

Developments with an estimated construction cost of between $3-7 million with the exception of:

  • A single house and any associated carport, patio, outbuilding and incidental development;
  • Applications for less than 10 grouped or multiple dwellings and any associated carport, patio, outbuilding and incidental development;
  • Developments being undertaken by a local government or the Commission.

Applicants can opt to have their application which fits the above criteria considered by the DAP. If they do not elect to have the DAP determine the application, the City fo Melville determines the application.
