Planning of the Riseley Centre - May 2012 Update

In early 2008 the City of Melville engaged the services of consultants (GHD Pty Ltd) to undertake a planning analysis of the Riseley Centre.

The project has progressed through the following key stages:

Stage One
May and June 2008: Surveys of residents (71 respondents) and businesses (39 respondents) in the Riseley Centre precinct were conducted. Six main areas of interest were identified from the survey responses. These were:
  • Parking
  • Built Form
  • Land use
  • 'Look and feel’
  • Safety
  • Stage Two
    July 2008: Stakeholder focus groups were held for residents (23 July 2008) and businesses (30 July 2009). A total of 27 residents and 13 business owners attended.
    Stage Three
    September 2008: Preliminary consultation results were analysed and an initial concept design was prepared.
    Stage Four
    October 2008: Approximately 30 residents/business owners attended an information workshop held to inform stakeholders:
  • of responses arising from the surveys and focus groups; and
  • to present the land use and urban form concepts for stakeholder comment and suggestions.
  • Stage Five
    February 2009: A draft report was submitted to the City of Melville for review.
    Stage Six
    May 2009: Work progressed on the project’s final stages. A revised draft report was anticipated in June 2009.
    Stage Seven
    September 2009: A final draft report was compiled and submitted for the City’s consideration.
    Stage Eight
    October to November 2009: The final draft was reviewed by the City’s officers.
    Stage Nine
    January to February 2010: Project briefing presented to internal City of Melville stakeholders.
    Stage Ten
    March to July 2010: Internal review of report outputs and consideration / development of the next steps and project plans arising from issues and recommendations.
    Stage Eleven
    August 2011: Report to the Ordinary Meeting of Council 16 August 2011 on the Draft Vision for the Riseley Centre, with the following Officer Recommendation and Council Resolution:
    1. That Council note the preparation of Draft Vision for the Riseley Centre Precinct.
    2. That Council approve the advertising of the Draft Vision for the Riseley Centre Precinct, for the purpose of community information and feedback. Following the advertising process, and the review of submissions, feedback received will be taken into consideration.
    3. That it be noted that the Draft Vision for the Riseley Centre Precinct is proposed as a non statutory concept document for further review and testing via the detailed studies associated with the preparation of a District Centre Structure Plan.
    4. That the Draft Vision for the Riseley Centre Precinct report remain confidential until the commencement of the proposed public consultation period.
    Stage Twelve

    The Draft Vision for the Riseley Centre 2011 was released for public information and comment and as a non-statutory concept document for further review and testing via the detailed studies associated with the preparation of a District Centre Structure Plan.

    In advertising the community information and feed back forums the City mailed  individual notices to approximately 1300 residents and businesses in the Riseley Centre catchment area, provided information for the print media and copies of the Draft Vision at each of the City’s five libraries.

    In November 2011 three community forums were held for public information and feedback.

    Approximately 240 participants registered and attended the community information and feed back forums held on the 16th, 21st and 22nd November 2011,

    Participants’ comments were collated and a summary report will be compiled for consideration as part of the next stage of planning and detailed studies.

    Next steps

    The Draft Vision for the Riseley Centre is a non-statutory concept document for further review and testing via the detailed studies associated with the preparation of a District Structure Plan.

    Detailed studies and analysis of the key issues identified in the planning analysis and raised by stakeholders would include, but may not be limited to, detailed precinct wide studies leading to -

    • Traffic strategy
    • Parking strategy
    • Urban design and built form guidelines
    • Pedestrian, streetscape and CPTED guidelines
    • Facilities and infrastructure strategy
    • Precinct structure plan and local planning scheme amendment.

     

    The  Draft Vision, the planning analysis and further detailed studies will enable the City of Melville and stakeholders to make informed decisions about the future urban form and mix of activities within and adjacent to the Riseley Centre Precinct.
