City Plans for Future of Riseley Commercial Centre

Tenants, businesses and residents in and around the Riseley Centre, in Ardross, will have an opportunity to have input into the future of the district commercial centre.

The City of Melville has engaged consultants GHD Pty Ltd to undertake a planning analysis and develop a place plan for the Riseley Centre, including a survey of businesses and residents in the area, to develop a sustainable 10-year vision for the precinct.

Mayor Russell Aubrey said the Riseley Centre, on the corner of Canning Highway and Riseley Street, was a busy district centre that had a strong trading position. “However, several issues have arisen that could affect the viability of the centre, including pedestrian accessibility, road safety and a lack of destination ‘feel’,” he said. “There are several opportunities to improve and develop the Riseley Centre into a vibrant district centre through improvements in public amenity, the interface between pedestrians and cars and the consolidation of car parking areas.”

The planning analysis, which is expected to be completed in September 2008, will focus on the commercial zoned land, the buffer area and adjoining residential land. Issues that will be considered include centre image and design, streetscapes, landscaping, public art, signage, mix of uses, lighting, parking, and provision of community facilities, including public toilets.

Strategic Urban Planning Director Craig McClure said the analysis would involve an economic study of the centre; the development of an urban design framework; the creation of a precinct plan to guide future development; and a strategic implementation guide to outline opportunities and recommendations for moving forward.

Mr McClure said the City planned to review all of the municipality’s commercial centres and surrounds to improve their economic vitality, integration and amenity. “It is anticipated the Riseley Centre study will provide recommendations on design for the centre to be adopted under the City’s Town Planning Scheme,” he said. “Such guidelines would strengthen policies with respect to how commercial and residential uses may be mixed, building heights, building design, separation of buildings, awnings, pedestrian amenity and active street frontages.”

Surveys will be distributed to tenants, landowners and residents in the coming months.

great to see risley street having an upgrade,as it really needs it,many great shops and cafes,restaurants,it will do this area well.
but please dont forget ardross street in applecross village,its lifting its profile and also needs some TLC it is also supported by many great destination cafes and shops and still growing,we also have the stunning array of jacaranda trees which makes this precint extra special....please give us a face lift at the same time...

Riseley Street Centre certainly needs to be upgraded and more importantly to be extended. The vast number of residential properties in the area that have been, and continue to be, sub-divided or converted to stratas have resulted in a huge increase in the local population. These additional residents also need to have available adequate shopping, medical and all the other services that are normally required by a community. The growth of this population has outstripped the growth and supply of the necessary shops and services. This is evidenced by the large numbers of people frequenting the Riseley Street Centre, the associated car parking problems and I know that some medical centres are unable to accept any new patients. I am sure that local residents could come up with a lot more examples. There would appear to be an opportunity to extend this commercial centre to the East along both sides of Canning Highway where many properties already have medical/paramedical/office uses. Such an extension would have a minimal impact on the residential nature of the area whilst at the same time allowing for the additional services required by the ever growing local population.

It would be nice to link the Riseley Centre with Garden City and the Melville City Council, and in keeping with the general area theme, plant lots of Jacaranda trees from the bottom of Riseley up to the corner of Marmion Street. Don't remove the gum trees, but remove the box trees, which look quite grotesque once pruned.
